The Hibbing City Council granted a conditional‑use permit on Aug. 21 allowing North Star Church to move into a C‑2 general commercial district location on the 200 block (the former JJ coffee shop).
Pat Green, the city’s building and housing official, said the Planning & Zoning Commission recommended approval 2–1 and that the applicant had addressed questions about parking and events such as weddings and funerals. Green said the applicant had permission from US Bank to use bank parking on Sundays and had received a supporting letter from the Legion for additional parking. Councilor Bayless moved approval; the motion carried by voice vote.
A council member who observed the Planning & Zoning hearing complimented the applicant’s responses: "Squashing the concerns of everybody," the councilor said, thanking the applicant for patience during the process (SEG 251–256). Councilors also noted excitement that the coffee shop would remain open under the church’s operation.
