Burrow said the parcel is largely undeveloped, contains no residents or utilities, and currently provides no tax revenue to Hibbing; the city’s utilities would need an estimated four‑mile extension to serve the area if Hibbing retained responsibility, which the city said would be cost‑prohibitive.
Councilors discussed whether the matter could be referred to Planning & Zoning for additional input; Burrow said the council retains ultimate authority to decide. A motion to approve the resolution passed by voice vote.
