Hibbing HRA asks council for $150,000 levy to leverage housing development

Jackie, representing the Hibbing Housing and Redevelopment Authority, asked the council Aug. 7 to approve a $150,000 levy request for 2025 to provide local, flexible funding that can be used for predevelopment costs and to leverage federal programs.
"We own and operate 252 units of public housing," Jackie said, and explained that HUD operating subsidies and restricted capital funding cannot be used for all predevelopment or leverage needs. She said the HRA has already obligated $100,000 from the levy for predevelopment on the Cobb Cook Place Apartments and that the levy is the HRA’s primary non‑federal source for strategic planning, legal, architectural and land‑acquisition costs.
Jackie outlined resident demographics and income sources: 54.8% of resident income from Social Security/SSI/pension; 40.9% from wages/child support; average resident income rose from $13,000 in 2022 to nearly $17,000 as of August 2024. She also said the HRA’s MTW (Moving To Work) program launched Jan. 1, 2022, serves 117 active participants and that staff plans to hire an additional service coordinator.
Councilors asked whether the HRA will request the same amount going forward and discussed how the city and HRA can coordinate; Jackie said the increase reflects an opportunity to move from planning to active development work. The council did not take a final levy vote on Aug. 7; the HRA’s request was presented for council consideration in the budget process.
