The Hurricane City Planning Commission on Jan. 22 approved a preliminary site plan for the Blackridge Apartments pod in the Black Ridge master plan, a 289‑unit multifamily project at 920 South Mountain View Drive, subject to staff and JUC comments.
Devin Brown, representing WPP Hurricane Land LLC/Wasatch Group, said the pod includes 203 apartment units and 82 townhomes and is part of a long‑standing Black Ridge development agreement. Commissioners and staff noted outstanding off‑site infrastructure items — including a distribution line for power, off‑site sewer easements and a completed water loop — that must be finished before the city will allow on‑site infrastructure work or notices to proceed. Staff advised that a dedicated power distribution line from 600 North into the development is in progress and that some conduit already exists along the corridor.
Commissioners voted to approve the preliminary site plan with the standard condition that remaining infrastructure and JUC comments be satisfied before construction advances. Staff emphasized that preliminary approval allows the applicant to progress construction drawings, but not to start on‑site infrastructure until the utility obligations are met.
Next steps: applicant will continue design and permitting; staff will withhold any construction notice to proceed until the power and sewer prerequisites are complete.
