The Denali Borough Assembly adopted an updated fee schedule that raises several fees and restructures commercial-use registration and transfer-station pricing.
Staff explained substantive changes: the commercial land-use permit application fee was increased from $50 to $250 to better reflect staff time; a late-filing fee was added; and the commercial-use fee model was changed from a per-vehicle or per-horse metric to a per-client-per-tour fee of $5 to align with practices used by other municipalities and to broaden coverage to activities such as hiking and guided photography.
Assembly members asked how many operators would be affected and about parity with state requirements for commercial permits on state land. Staff said the registration portal is being prepared and estimated the number of affected operators at roughly ten (an initial, staff-provided estimate); staff said the first year would focus on outreach and registration before strict enforcement. The assembly agreed that staff should proactively contact operators and encourage voluntary compliance.
Solid-waste fees were adjusted to better reflect increased landfill costs: kitchen-size bag fees increase from $2 to $3; large-bag fees from $4 to $5; unbagged refuse was raised from $15 to $18 per cubic yard, with corresponding changes to full-bed pricing. The updated schedule also clarifies per-user container-size limits at transfer stations to protect residential access.
The assembly approved the updated fee schedule unanimously and directed staff to begin operator outreach and to report back on registration progress and enforcement approaches.
