Staff told the committee that design is proceeding on multiple separated-pathway segments, but construction cost increases and bridge needs could add roughly $2 million to some segments; the borough expects to cover a typical 9% local match and is pursuing TAP and other grants while asking the committee to help prioritize which segments to advance.
HEALY, Denali Borough
Denali Borough staff briefed the Community and Outdoor Recreation Committee on the status of separated pathway projects along the Parks Highway and in the Healy area, cautioning that design is ahead of construction funding for several segments and that recent cost updates have materially increased estimates.
"For Santrana to Stampede Road with 2.1 miles of path and two new pedestrian bridges, we're looking at $11,200,000 to get to construction," Stephanie said, citing revised estimates that include needed bridges and escalation. She added that some segments could require roughly $2 million more than originally estimated.
The borough's local match for many federal grants is about 9 percent, staff said. Denali Borough is seeking additional state and TAP grant funds to bridge gaps but warned that increased program costs and a constrained assembly budget could delay construction; some segments currently have design funding only.
Committee members asked about prioritization criteria and the equity of focusing construction in Healy versus other borough communities. Staff suggested using a scoring matrix for project ranking and stressed the need to document community use and stewardship plans when applying for grants.
Next steps
Staff will continue to seek additional construction funding and bring refined cost estimates to the committee. The committee will be asked to help prioritize projects based on community benefit, cost-effectiveness and stewardship capacity.
