School staff presented enrollment and class‑size data showing an average elementary class size of about 21 and multiple modular classrooms already in use. Committee members asked for an analysis of school capacities, likely costs of temporary modular classrooms (estimated in the meeting at hundreds of thousands per unit), and whether development agreements (e.g., 40R incentives or developer‑funded mitigation) could deliver funds for the schools.
Several members urged early, formal communication with the town’s planning/bylaw committees as the developer advances and recommended that the district seek concrete terms in any development agreement—such as per‑student mitigation or transportation support—rather than rely on uncertain projections. The committee requested that staff obtain the bylaw committee’s report and that town planners provide projections and timelines so the district can plan staffing, space, and transportation.
