County board raises mining reclamation assurance, sets loan-rate formula and approves several human-services contracts

At its Feb. 17 meeting the Blue Earth County Board approved several administrative and program actions covering environmental financial assurances, a loan program interest-rate formula, assessor abatement corrections, committee appointments and human-services contracts.
Financial assurance for mining and site restoration: Staff recommended increasing the mining reclamation performance bond from $1,000 per acre (the county standard since 1980) to $5,000 per acre based on comparisons with other jurisdictions and conversations with industry. The board approved a resolution to adopt the new financial-assurance amounts and agreed staff will review the rates annually.
Groundwater & surface-water protection loan interest rate: The board adopted an administratively-set interest-rate formula for the county’s loan program: 3 percentage points below the most recent Board of Governors prime rate but with a minimum floor of 4%; the rate will be set each January and applied for the loan duration.
Other actions: The board approved an assessor abatement correcting an inadvertently duplicated parcel valuation (parcel R121018404002) to an assessed value of $468,100 for 2025 assessment (taxes payable 2026), appointed four members to the county’s recycling and waste advisory committee, authorized several human-services contracts (including a detox transport agreement at $113.63/hour and a $22,582 MDH Healthy Kids Project grant), and completed routine administrative approvals (minutes, bills, HR adjustments).
