County board approves an after‑the‑fact interim use permit and clarifies rooftop-solar rules

At its Feb. 17 meeting the Blue Earth County Board approved two planning-and-zoning items forwarded by the county planning commission.
Stormy Motorsports (PC04-26): John Considine, county land-use administrator, presented an after-the-fact interim use permit request from Stormy Motorsports for a Level 2 home-occupation with outdoor storage at 62750 State Highway 60 (Madison Lake). The planning commission had no public input and recommended unanimous approval. The board voted unanimously to approve the resolution based on staff findings and conditions.
Solar energy standards amendment (PC06-26): Scott Salisbury, senior land-use planner, presented a proposed amendment to Blue Earth County Code section 24-334 (solar energy standards). The amendment clarifies that rooftop-mounted solar energy systems do not require an interim-use permit and that the county will not require a decommissioning bond or letter of credit for ground-mounted systems owned by government entities with taxing authority. The planning commission recommended approval and the board voted unanimously to pass the ordinance amendment and accompanying resolution.
What happens next: Staff will implement the ordinance change administratively. The Stormy Motorsports permit will be implemented per the findings and conditions approved by the board.
