Planning commission declines proposed Downtown Overlay amendment after debate over shipping containers

The Planning Commission on Feb. 19 considered an amendment to the Downtown Overlay District ordinance intended to clarify that encouraged and prohibited building materials apply to front‑facing facades only, not to all building sides. Staff framed the change as a response to a recent variance request involving storage containers and shipping containers on an in‑town property.
Several commissioners expressed concern that the amendment, as written, would permit shipping containers or metal storage units in rear or alley areas of downtown properties and said the city should decide more deliberately whether such containers belong in the downtown core. Commissioner Jarvis Johnson said she was "absolutely" opposed to allowing steel storage containers downtown and urged a fuller discussion.
A substitute motion to defer the item until the next meeting (March 6) was proposed, and debate followed over whether to deny and re‑notice the ordinance or defer pending staff research. On the final roll call the motion to adopt the amendment failed by 6 votes to 1. Commissioners asked staff to inventory existing containers in the overlay district and return with options for a future legislative amendment.
The commission did not adopt the ordinance change; staff will provide additional analysis and can re‑notice any amendment if commissioners direct it.
