Watertown planning commission approves annexation and rezoning for Harmony Hill addition

The Planning Commission on Feb. 19 unanimously approved annexation of approximately 2.8 acres for the Harmony Hill subdivision and rezoned the newly annexed land to R‑1C (compact single‑family residential).
Staff explained the addition is an additional phase of Harmony Hill and that a subsequent rezone to R‑1C will align the new parcel with the existing subdivision. Brandy Hatton told the commission that the parcel lies within Subaru Water territory and that annexation will require a payment or coordination with the utility as part of the process.
Barbara Younger, representing the applicant (the monastery), spoke in support and said the rezoning fits a longer‑standing vision for bringing single‑family homes to the site: "We're very glad... we've got a partnership that really works to bring in single family homes," she told the commission.
The commission opened the public hearing on both annexation and zoning, heard no opposition, and on roll call approved the annexation resolution (2026‑04) and the zoning ordinance (ordinance 2026‑04) unanimously. The actions advance the annexation and zone change to City Council and to the building‑permit process as required.
