Council awards $426,651 contract for courthouse sidewalk, ADA and stormwater work

Chester County Council voted Feb. 16 to award a $426,651.25 contract to AOS Specialty Contractors, Inc., of Lexington, S.C., to construct ADA parking, an accessible ramp and stormwater and sidewalk improvements along McElilly Street behind the county courthouse.
Planning and contracts staff said the project is a final phase of courthouse improvements funded under the CPST referendum and noted the county assumed maintenance of McElilly Street from the state earlier. Staff said the work will add six parking spaces (including one handicapped spot), a new wheelchair-accessible ramp to the courthouse and family court entrances, sidewalks, curbing, drainage improvements and landscaping. If approved, the county will conduct a 14-day protest period for bidders, then proceed to pre-construction and contract execution; staff targeted late May or early June completion, weather permitting.
Contracts director Christy Donaldson reported three responsive bids were received on Jan. 22, 2026, and recommended awarding the contract to AOS as the lowest responsive and responsible bidder at $426,651.25. Councilors asked about traffic flow after the street becomes one-way; staff said engineers recommend entering from Wiley to Center Street, and that signage, striping and minor curb work would reinforce the one-way configuration.
Council voted in favor of awarding the contract and authorized the county administrator to execute necessary documents.
