Council reviews license request allowing gate and improvements at end of LaBelle Lane

Mr. Martin explained any improvements would require building permits and coordination with the fire marshal to ensure emergency access and that the city retains the authority to terminate the agreement and require removal of improvements and restoration of the right of way. Mr. Shirley thanked the council for viewing the site and said the gate would address refuse and nuisance problems.
Council members asked about zoning (Mr. Martin said the property is agricultural and allowed single-family residences on larger tracts), trash pickup arrangements (residents would locate pickup outside the gate), and the process if the situation recurs after abatement (staff noted liens are placed for abatement costs and municipal court fines escalate for repeat violations). No final vote was recorded in the work session; a resolution was presented for upcoming consideration.
