Council to reallocate ADECA grant awards to re-electrify Hoover East, staff says

City staff told the council that ADECA has allowed the city flexibility to re-obligate previously-awarded grants toward qualifying recreational improvements, and proposed reallocating three awards toward the re-electrification of Hoover East so the funds can be used and captured before ADECA's deadline.
Mr. Munger explained the grants were awarded in 2023 as part of the city's effort for a covered pickleball facility, with additional county support that brought about $350,000 more toward that effort. He said ADECA has rolled grant awards forward over time and "we do have the flexibility as confirmed with ADECA, to re obligate the funds towards qualifying recreational improvements and they've given us a deadline of the end of this fiscal year to expend those funds," adding that the proposal would allocate a $500,000 award, a second $500,000 award and a final $100,000 award toward the Hoover East project.
Staff noted those grant reimbursements would be drawn down after the council approves and the mayor executes the agreements; Mr. Munger said because the project is already being paid for, the city would submit pay requests and begin drawdown requests and he hoped the funds could be drawn down "probably over the course of the next 2 to 3 months." No final approval occurred during the work session; the resolutions were presented for the council meeting agenda.
