Village studies ownership of Maple Valley emergency access road after private-property placement

Staff told the board a half-width emergency access road built when a manufactured-home community was developed sits on private property to the north and was never deeded to the village. The road provides emergency access and golf-cart routing but, because it was not dedicated, staff said the adjacent property owner does not want responsibility for what he sees as nonserving property.
Staff recommended pursuing a recorded plat or similar legal instrument labeling the route as an emergency-access-only easement so the village would not be required to build the other half of the road if the neighboring parcel develops. "As long as we've got that on there, it would still be their responsibility," a staff member said, referring to a recapture or improvement clause for future development.
Trustees asked clarifying questions about the road's construction standard, drainage and how ownership transfer would affect maintenance obligations. No transfer was authorized at the meeting; staff said they would pursue the legal documentation needed to clarify ownership and maintenance responsibilities.
