Joseph Carroll, a Manteno resident, told the board he plans a two-hour, self-funded rally on Saturday, March 28, to give local residents who cannot travel to regional demonstrations a chance to participate.
Carroll said he and his father would provide snacks, water and first aid, and that both are CPR-certified. "It would just be a simple two hour rally gathering," he said, adding he would personally advertise and take responsibility for the event.
Board members said they had checked with the village attorney and were told the village may not lawfully restrict access to public property based on viewpoint. A board member told Carroll, "Being a resident, you have carte blanche," and asked him to notify staff so police would be aware and prepared in case the event required a safety response.
Carroll suggested Legacy Park’s large field or the Leo Hassett Center for an indoor option and said the proposed time would be 3 to 5 p.m.; board members asked him to check for park scheduling conflicts and to consider booking the indoor facility as a weather plan. The board did not take formal action at the meeting; members said staff would monitor the date and revisit logistics if necessary.
