The Middleton Parks, Recreation and Forestry Commission voted to select the Kompan playground equipment design for Stonefield Park and Hawk Ridge Park and approved moving forward with equipment procurement subject to stated modifications.
Staff explained the project is being procured in two parts: part a (site demolition and installation) and part b (equipment procurement). They said the city set a combined equipment budget of $250,000 for the two parks and that six vendors submitted designs, including Northland Recreation, Lee Recreation, Gerber Leisure, Bolland Recreation and KOMPAN. Staff combined internal rankings with a public survey to rank options; the public tended to favor denser designs, but staff judged some proposals too dense for the small sites.
Blake, the consultant, said Kompan’s approach was “very whimsical” with educational elements targeted toward the stated age range of 2 to 5 and placed Kompan near the mid-point of vendor cost estimates, leaving flexibility to tweak the design or carry funds into next year.
Commissioners and public commenters asked for specifics about surfacing and accessibility. Staff said the surfacing plan is primarily engineered wood fiber with poured-in-place (PIP) rubber runways at primary access points to provide ADA access to platforms and swings; an ADA audit is forthcoming. Commissioners also requested toddler/bucket swings and consideration of shade and dual-language learning panels; staff said those could be incorporated as design modifications.
Motion and vote: Commissioner Katie (S4) moved to select Kompan for both Stonefield and Hawk Ridge with the stated additions; the motion was seconded and carried by voice vote.
Separate direction: the commission also approved staff’s proposal to pursue a Burke/Lee Recreation-style, denser design for Middleton Hills South in 2027 (to be procured separately), so that larger footprints can accommodate denser features.
Next steps: staff will proceed with procurement for equipment (part b) within the $250,000 envelope, incorporate the commission’s requested modifications, and return with bid results for site work (part a) when available.
