Cass County Commission approves bridge work, equipment purchases, courthouse RFQ and temporary Highway 7 speed limits

The Cass County Commission met at noon on Feb. 18, 2026, and approved a series of resolutions and one ordinance covering road and bridge projects, equipment purchases and a request for qualifications for historic courthouse repairs.

Mister Chesley described Resolution 26S13 as "the annual disbursement," authorizing the treasurer to distribute one-third of the county's quarter-cent road and bridge sales tax to cities on a modified per-capita basis for 2025 receipts; the commission approved the measure by a recorded vote of 3-0.

The commission next approved Resolution 2614 to issue a request for qualifications for a construction manager to advise on repairs to the Cass County Old Historic Courthouse. Commissioners noted the county previously signed a lifetime easement with MDNR requiring historical review of improvements; the construction manager role is intended to ensure any work meets those historical standards. The resolution passed 3-0.

On infrastructure, the board approved a work order with Great River Engineering for engineering services on the Prairie Lane Bridge. "So this is the bridge just north of 58 on Prairie Lane," Mister Jones said, describing the bridge and the planned engineering scope; Resolution 2615 passed 3-0.

The commission accepted the low bid from Murphy Tractor and Equipment Company for a Craig Roller attachment for the Road and Bridge Department (Resolution 2616). Mister Jones said the county received two bids and Murphy Tractor was the lowest; the measure passed 3-0.

Resolution 2617 authorizes a contract with Redford Construction Inc. for the Davidson Road replacement project (North Pleasant Hill/Davidson Road at Cullars Lawn). Mister Jones said the work was outside the department's in-house capabilities and is expected to be completed by the end of summer; the commission approved the contract 3-0.

The board also adopted Ordinance 26-04 to permit temporary posting of lowered speed limits tied to Highway 7 construction. Mister Jones recommended reducing speeds on Pervis/203rd to 25 mph to improve safety and help control dust; commissioners approved the ordinance 3-0.

In financial business, the county collector requested distribution of tax-sale surplus proceeds tied to certificate of purchase 24-01 (tax sale #59), listing taxpayers Savannah and Jack Burton Wilson and a payout of $37,067.92 payable to Amanda Butler. Commissioners approved the redemption payout 3-0.

Chair opened the public comment period and, seeing no speakers, closed it. Commissioners announced they will be at state training next week and will not hold a regular meeting. Before adjourning the public session, the board voted to enter executive session under "RSMO610.0210.1" to discuss legal matters, with a roll call confirming attendance and the intent to return to general session to adjourn after the closed meeting.
