City staff: street improvement bid expected March; MMSD sealed manhole to reduce odor

William Young, a city department head, briefed the council on two operational items: the street-improvement program schedule and ongoing work to reduce sewer odor on KK in the Lanham area.
Young said the city is narrowing the list of streets to avoid duplicative work with Milwaukee Water Works, which plans main replacements on roughly half the streets in 2027. As a result the project scope has been reduced to avoid having newly paved streets torn up next year; staff expect to advertise for bids in mid-March and to hold a preliminary special-assessment hearing and award bids around April 7.
On the KK odor issue, Young said the city requested MMSD make changes and that MMSD installed a sealed-gasket manhole in January at what staff identified as the largest source of odors. Young said additional maintenance recommendations will be presented to the council in March.
