Sumner County schedules public hearing to raise flood‑elevation standard from 1 ft to 3 ft

The Sumner County Commission announced a public hearing for Dec. 15, 2025 on proposed revisions to the county zoning resolution that would raise the base flood elevation requirement from one foot to three feet.
Marshall of the county planning and engineering staff presented the proposed change and said neighboring counties have adopted similar standards. Planning staff said the measure is aimed at reducing future flood damage in areas mapped as floodplain. Under the proposed amendment, recently described by staff, new construction in affected areas would have to meet the higher elevation standard; reconstruction after flood damage would trigger the new standard when repair costs exceed 50% of a structure’s value.
Commissioners asked whether the change would be retroactive; staff answered that the requirement applies on new permits or when reconstruction exceeds the 50% threshold. Commissioners discussed insurance implications; planning staff and one commissioner noted that many mortgaged properties in floodplains already carry flood insurance and that FEMA hazard mitigation programs may offer assistance for elevation projects.
The public hearing notice directs interested residents to the Sumner County planning and engineering department (Room 202, 355 North Belvedere Drive) and lists a contact phone number for more information. The hearing will be at 7:00 p.m. in the county commission chambers on Dec. 15, 2025.
