Treasurer warns new state deadlines will compress forecasting window; consortium vendor change may cut prescription costs about 25%

The district treasurer reported several finance developments at the Aug. 25 Orange Board of Education meeting that could affect budgeting and operations.
Treasurer staff said the district received its property tax settlement on Aug. 15 and that collections have largely recovered from an earlier shortfall, though staff are continuing to analyze the numbers. The treasurer noted the Suburban Health Consortium will change prescription drug vendors effective Jan. 1; the treasurer said the consortium is "looking at savings for the consortium, of 25% on prescription drug coverage," and cautioned there may be formulary or tiering changes for specific drugs.
Of particular concern for district budgeting, the treasurer described state changes (referencing House Bill 96 and guidance from the Ohio Department of Education and workforce) that move the forecast filing deadline earlier this year to Oct. 15 (instead of Nov. 30) and shorten the state‑filed forecast horizon to four years (the district plans to keep a five‑year internal forecast as a best practice). The treasurer said those timing changes reduce the time available to incorporate tax settlement figures into the forecast and may make the required filings less accurate.
Treasurer staff also noted a new USAS (Uniform School Accounting System) manual from the state that introduces new account codes and guidance; the district is reviewing and implementing needed changes.
