Richmond council adopts changes to livestock ordinance, sets two-acre minimum

Richmond’s City Council on Feb. 16 gave second reading and adopted Ordinance 75-3, amending Article 3 of Chapter 14 (the livestock provisions) to change permitting requirements and create a minimum lot-size standard.
City management said the update responds to an increase in requests to keep livestock in the city and a review of neighboring communities’ rules, which in many cases are stricter. The manager told council the ordinance reorders sections to more prominently require permits, removes certain administrative-review language, and establishes a two-acre minimum lot size to keep livestock.
Council members said the change brings Richmond more in line with neighboring jurisdictions and noted the ordinance is not intended to remove animals from current permit-holders. The council expressly grandfathered existing permit-holders so that current permits remain valid under the new rules.
The ordinance was moved, seconded and adopted by voice vote on second reading. No separate vote counts by member were recorded in the public transcript.
The ordinance takes effect as provided in the city code or as stated in the ordinance publication requirements.
