Mill Creek updates: DRCC civic campus consultant picked; South Town Center EIS open for comments; OpenGov permitting system goes live

During the Feb. 19 meeting's "good of the order," Mill Creek planning staff announced several near-term projects and administrative updates for commissioners and the public.
Staff said the city is "officially under contract for the DRCC civic campus" and that the selected design firm is LMN; LMN submitted its proposal in partnership with JLL to provide financing strategy expertise, according to staff. Justin described LMN as a nationally recognized design firm and said the team will kickoff master planning work soon with an anticipated completion of the master plan by the end of the year. "We are officially under contract for the DRCC civic campus, part of that process," he said.
On the South Town Center project, staff said the environmental impact statement (EIS) has been published and the city is accepting public comment during the EIS comment period. Staff referenced a roughly 45-day comment period and mentioned March 13 as the likely deadline for comments; they also said the city will present the EIS results to City Council on March 3 and later hold public hearings.
Staff also announced that Mill Creek's new OpenGov permitting software is live and available through the city's permit center web page. Justin acknowledged early "bugs and goofy bits" during the software transition but said the system appears to be functioning and residents can apply online for permits such as tree permits.
Staff provided preliminary cost context for a possible civic campus, saying high-quality municipal construction could range "between $600 to $1,000 per square foot" depending on scope and quality, and noted potential options could include leveraging City Hall north and south properties as capital assets. Staff emphasized financing approaches are under study and that no funding decisions have been made.
Votes at a glance: the commission unanimously approved Jan. 15 meeting minutes earlier in the session (four ayes) and later unanimously approved a motion to adjourn.
Next steps: staff will schedule the DRCC kickoff, circulate workshop summaries to commissioners, continue stakeholder outreach for DRCC and South Town Center, and prepare draft code language for the annual code update for future Planning Commission and Council review.
