Joliet planning director says city's first comprehensive plan in more than 50 years is halfway complete; public workshop Feb. 26

Jane Bernhard, the city's planning director and project manager for the comprehensive plan, told the City Council that Joliet is preparing its first citywide comprehensive plan in more than 50 years and is now in Phase 3 of the process.
Bernhard highlighted six overarching project goals, summarized completed work (an existing-conditions report published June 2025 and a community survey with more than 2,000 respondents) and described seven topic-area workshops held in City Hall during Phase 3. She said the next open-house workshop will be Thursday, Feb. 26, from 5 to 8 p.m. at the Joliet Public Library, Ottawa Street branch.
"We are halfway through this project already, and we are now in Phase 3," Bernhard said, and encouraged residents to visit the project webpage (www.joliet.gov/comprehensiveplan) or send questions to comprehensiveplan@joliet.gov. She described the plan as a guiding document for long-term policy, land use, infrastructure, housing and transportation decisions.
Councilmembers asked about scheduling (several said back-to-back workshops are challenging for working residents), and Bernhard reiterated the workshop format is open-house style to allow drop-in participation.
The council did not take any formal action on the plan at the meeting; Bernhard and staff requested continued community feedback ahead of plan recommendations.
