Key actions approved by the council included an award to Stallsen Construction for Ottawa Street parking-garage modifications in support of the City Square project (council memo 129-26), a donation of real property to Will County Habitat for Humanity (council memo 138-26), and multiple resolutions appropriating supplemental motor fuel tax (MFT) funds for roadway resurfacing and traffic-signal improvements.
Staff described the parking-garage work as items that were anticipated as part of the City Square project but staged later in the schedule; scope includes equipment storage, an IT room and electric room to support audio-visual and lighting elements. The contract was presented with a not-to-exceed amount of $1,027,136.
The council approved a Route 66 grant to pay for audio-visual equipment at City Square and approved contract renewals and equipment purchases for city information-technology systems (including an Esri enterprise renewal, Nutanix server replacement, and a CDWG network switch replacement). Vehicle purchases for police and public-works fleets and change orders for water-main and sidewalk projects were included on the consent agenda.
Council also adopted a resolution appropriating grant funds from the Illinois Department of Commerce and Economic Opportunity for Plainfield Road water-main replacements and approved utility-easement acceptances for the Washington Street Water Main Improvements Project.
Several councilmembers voiced concern about cost growth on the City Square project and the lack of a finalized maintenance budget for new city assets. Those concerns were noted on the record during debate prior to votes but did not prevent approval of the listed items.
