Several members said addressing all 12 topics at once would be overwhelming and proposed clustering related items into 3–4 workstreams. Staff and members recommended starting with areas that align directly with ballot language and existing departmental work so county departments can contribute data and operational plans. First 5 was cited as an example of a partner already using RBA methods.
Members asked for the CAB to coordinate with the county’s Office of Racial Equity and Social Justice and suggested the CAB solicit departmental feedback once the CAB narrows its priority indicators. Staff said this RBA work will be iterative, likely requiring a two-year effort with a mix of CAB volunteers, departmental staff, and consultants.
