County releases investigation reports and public-comment periods for Marathon and Martinez Refining incidents

County hazardous-materials staff reported results of ongoing investigations into two recent industrial incidents and announced public-comment opportunities.
Nicole Heath, director of hazardous materials programs, said the toxicologist's report on the Feb. 1, 2025 Martinez Refining Company (MRC) fire —did identify that there was no impact to public health as a result of the fire.— The county opened a 45-day public-comment period on June 10 and held a public meeting on June 17; staff will accept comments on the incident investigation report until July 25. Heath said recordings and both the toxicologist and incident investigation reports are posted on the county website and she will make links available to the commission.
On Marathon Renewable Fuels, Heath said the county has been working with a third-party consultant on a safety-culture and management-systems evaluation that is very close to being posted for public notice; she anticipated that notice in July and said the public meeting associated with it will be part of the 45-day comment period.
Heath also said a root cause for the MRC incident was identified around contractor practices with additional contributing causes, and that recommendations have been made. Staff said they are accepting written public comment during the posted period and will use feedback when finalizing recommendations.
Next steps: Staff will circulate links to the reports and public-notice pages, and the commission will track public comments and any follow-up actions recommended by the incident investigation team.
