Tom (public works/forestry presenter) outlined Modification No. 4 to the Forest Road project agreement to extend the administrative and performance period from March 1, 2026 to September 30, 2026 while ADOT completes design work tied to the Young Road environmental assessment. Tom said ADOT has a smart grant to finish 100% design and will be leading design work, which will then inform the EA and final grant submittals for construction.
The board also considered a Forest Service 'grama' modification that adds a paid-sick-leave clause for contractors (a federal requirement tied to the funds) and similarly extends the performance period to Sept. 30, 2026. Tom reported the county originally received $1.5 million for a Control Road paving project, later received an additional $500,000 (total $2,000,000), and currently has about $700,000 left to allocate; staff are negotiating with the Forest Service about acceptable uses (aggregate purchase and placement were discussed, but an engineering evaluation raised safety and drainage concerns).
Supervisors approved the modifications, with discussion focused on ensuring the county does not inherit maintenance obligations and on identifying the safest, most effective uses for the remaining funds.
