Staff member Jeff said the engineer's estimate on the project was about $608,000 but that the low bidder submitted $338,367.75. He told the council that all bids came in below the engineer's estimate and recommended awarding the work to the low bidder, citing prior work the firm had done for the city.
Council members asked for and received confirmation that the recommended contractor had completed prior concrete and street reconstruction work for the city. After closing the hearing at 7:24 p.m., the council moved and approved Resolution No. 26-26 (adopting plans, specifications, form of contract and estimate of costs), Resolution No. 26-27 (making the award of construction contract), and Resolution No. 26-28 (approving the construction contract and bond). Clerk roll-call recorded unanimous approval on those measures.
The project work described by staff connects Lou Clarkson to Foxborough and the Beaver Creek trail, and staff said the low bids allow the city to proceed well under the engineer’s estimate. Council discussion focused on contractor experience and ensuring standard contract conditions and bonds were in place before work begins.
The council did not set a new start date in the public discussion; staff stated they would return the finalized contract documents for the city to execute as provided by the resolutions.
