Mitchell council approves $47,880 authorization to upgrade city financial software

The Mitchell City Council on a recorded motion authorized staff to proceed with an upgrade of the city's financial software from version 9 to Version 10 with Tyler Technologies, staff said.

Miss Elwin, who presented the request, said the migration would require a one-time migration fee of $47,880 and move the system from a flat-file platform to a SQL-based financial system. "This upgrade would allow us to improve reporting features," Miss Elwin said, and she added the new version includes utility-billing enhancements and an employee portal that would give staff access to payroll information. The upgrade also resolves a limitation the city faced with a restricted set of leave codes; the new software supports unlimited leave codes, Elwin said.

Staff told the council the cost was not included in the original 2026 budget and recommended funding the migration from unspent 2025 contingency funds via the 2026 supplemental appropriation. Elwin said the migration could take "at least two months" and possibly up to six months, depending on conversion speed.

A council member asked whether hardware upgrades would be required; staff replied no and said the upgrade will run on the city's existing servers. The council moved and seconded the authorization; the motion carried.

Council documents filed with the staff report list the vendor as Tyler Technologies and the migration fee as $47,880. Next steps include adding the amount to the supplemental budget request and initiating the data-migration work plan, officials said.
