"The maximum allowable amount we can charge... for supervision on a monthly rate for the state statute is $30," Mattrell said, adding that staff "viciously and aggressively go after all fees and fines to help subsidize and offset the cost." He said the requested $35,000 is the same allotment as last year.
The request followed a short discussion about which fund to use; some council members said ceded funds made the most sense, while others noted jail-related ceded funds might not align with budgeting for jail operations. Councilmember Howard moved to allocate $35,000 from ceded funds; Kaye seconded the motion. The council approved the motion by voice vote.
The council did not adopt a detailed fee-recovery schedule during the meeting; Mattrell said staff seeks to recover supervision fees where possible. The motion directs staff to use the ceded fund allocation for GPS monitoring this year and to include the expense as a line item in future budgets.
Next steps: the allocation will be reflected in the council’s budget planning; Mattrell and county staff will pursue fee recovery under the state statute cited at the meeting.
