Washington council approves multiple ordinances on easements, contracts and development; several plats pass
Summary

The Washington City Council passed a slate of ordinances and plats during its Feb. 17 meeting, approving road-easement deeds, service contracts, equipment purchases and development-related plats.
Notable actions the council approved include:
- Ordinance 7b: authorizing execution of a public road right-of-way easement deed between the City of Washington and Jefferson Street, LLC to support front-street improvement projects (ordinance passed on second reading).
- Ordinance 7c: authorizing a sales contract with Hansen's Tree Service and Environmental Resources for mulch-grinding services; Hansen was the low bidder and staff noted prior successful work with the company.
- Ordinance 7d: authorizing purchase of a 2026 18-foot equipment trailer from Regent Welding to support moving skid steers, mini excavators and a steel-wheel roller; staff recommended Regent Welding despite it being approximately $200 higher than the low bid because of strong prior performance.
- Ordinance 7e: approving a boundary adjustment on the south side of town (Highway A) to consolidate lots and create two new lots; staff noted one building on Lot 6 remains nonconforming for setback but the adjustment cleans up lot lines.
- Ordinance 7f: approving an amendment to the development plan and sale of a 2.8-acre tract in Hyman Industrial Park to Patke/Packie Properties LLC; the sale includes stormwater-code conditions and the purchaser abstained from the vote.
- Ordinance 7g: authorizing first amendments to real and personal property performance agreements with Precoat Metals Washington LLC to correct a formula used to calculate additional PILOT payments tied to Chapter 100 industrial revenue bonds.
Council also approved preliminary and final plats for Hyman Industrial Park (Plat 14), Stonebridge Plat 7 and Applewood Estates Plat 2 after discussion of associated R2 zoning changes and planning-and-zoning recommendations.
