Board updates ARPA expenditure plan, posts status report and transparency portal

County staff presented a technical set of budget amendments to align authorized projects in the American Rescue Plan Act (ARPA) expenditure plan with departmental budgets and to establish placeholder accounts for projects that have been authorized but not yet assigned to a managing department. The update does not change the Board’s previously adopted ARPA priorities or increase the total amount available; amendments are accounting and project-management steps to get awarded funds to the departments and projects executing them.

Barry Anderson summarized ARPA history for Nevada County, noting the county’s total allocation and that the Board previously adopted a revised ARPA expenditure plan in September. Attachment B in the staff packet — an expenditure-status report through Dec. 2023 — was highlighted and staff pointed the public to the county’s ARPA transparency portal (nevadacountyca.gov/arpa) which contains the latest reports filed with the U.S. Treasury, project summaries and budget details.

After questions from supervisors, the Board adopted the quarter-two ARPA budget amendment by roll call; staff said they will continue to return to the Board as project accounting details and allocations are refined.
