Board forms Red Dog Road undergrounding district and appoints Pat Perkins as Road Commissioner

The Board of Supervisors voted to form a utility undergrounding district for Red Dog Road under California Public Utilities Commission Rule 20 and later appointed Patrick (Pat) Perkins as Nevada County Road Commissioner.
Public Works Principal Engineer Pat Perkins and assistant Elijah Larimer described a multi-phase project to underground utilities roughly from Boulder Street toward Quaker Hill and Crossroads. Perkins said forming a county underground district is necessary to secure Rule 20 credits from PG&E and estimated the current credit value at roughly $5.8 million for the project area. "One of the things that we had talked about during that meeting was the ability to form an undergrounding district and the formation of that underground district is critical to us securing these credits with PG and E," Perkins said.
Staff emphasized added benefits beyond undergrounding: a goal to widen Road shoulders where feasible to improve emergency ingress/egress and pedestrian/cyclist safety. They stated the program may be phased and that construction scheduling will depend on PG&E's design, environmental review and staffing. Staff said work is targeted to begin with Phase 1 (Boulder Street to Pasquale) and noted construction could extend into later years depending on funding and CPUC timelines.
Later in the meeting, the board considered and approved appointing Pat Perkins as the county's road commissioner, a state-required designation under the California Streets and Highways Code necessary to receive gas tax funds and oversee road-related matters. Staff summarized Perkins' 30-plus years of public-works experience and recommended the appointment. The board approved the appointment by roll call vote.
Board members asked staff to expand communications with affected residents, coordinate with the City of Nevada City and the county manager's office on notifications, and provide regular updates as the PG&E coordination and design milestones progress. Staff said it will continue outreach, place project materials on the county website and invite the city and affected neighborhoods to project briefings.
