Housing and Community Services staff recommended the county apply for Community Development Block Grant funds to support acquisition of the Truckee Navigation Center (contingent on pilot/partnership) and to augment a mobile-home rehabilitation/replacement program. The Board directed staff to prepare applications and offer letters of support.
The Nevada County Board heard a briefing on the 2025 Community Development Block Grant (CDBG) Notice of Funding Availability and directed staff to prepare grant applications for recommended projects, including the possible acquisition of the Truckee Navigation Center and an expansion of a mobile-home repair and replacement program.
Tyler Barrington, the county’s Housing and Community Services director, told the board Nevada County is a non‑entitlement jurisdiction and must compete statewide for roughly $27 million in CDBG funds. Jurisdictions may submit up to three activities (project, program, public service or planning), and the county’s likely submission would pair a project (the Truckee Navigation Center acquisition, contingent on pilot success and partner agreements) with a program to augment an existing mobile-home owner-occupied rehabilitation program that has more than 120 qualified applicants and an existing $1.5 million allocation.
Barrington said annexation, project readiness, national objectives (benefit to low- and moderate-income persons) and shovel-ready requirements (bid-level drawings and environmental clearances for large projects) govern eligibility. He also noted staff held two public meetings and received letters of support, and that applications are due April 3.
Supervisors expressed support and offered to assist with outreach and letters. The board moved and voted to direct staff to prepare the applications and to return in March with a state-resolution authorizing submission and any additional funding details.
What happens next: Staff will prepare application materials, incorporate public comments (including support for the Truckee Navigation Center), and return to the board in March with authorization details to submit applications by the NOFA deadline.
