Scotts Valley staff to release town‑center RFP; city reports storm prep, road and police staffing updates

City staff said this week that the Town Center request for proposals will be released in the coming days and will be posted through the city procurement portal and website. City Manager Lizette said staff had prepared a substantial RFP and praised their outreach effort ahead of selecting developers.
Lizette also reported operational updates: public works and wastewater crews are monitoring storm conditions and drainage inlets ahead of additional rain; Glenwood Slide repair work is nearly complete and the city expects to reopen the road by the end of the week with minor follow-up when weather allows; and material removed during road repairs was spread at the town center to control dust and prepare parking for large events.
On staffing, Lizette said three new public-safety hires started this week: Chris Koenig (lateral police officer), Wayne Belleville (senior analyst in the police department), and officer trainee Jared Darden, who began the police academy. She also announced the promotion of interim Chief Jason Rutherford to permanent police chief; Rutherford will be sworn in on Monday, March 2 at 11 a.m. in council chambers and the public is welcome to attend.
Other items: the city approved an agreement with the city of Santa Cruz for ongoing administrative support to the library JPA; the county board approved an EIFD policy that advances potential participation in an enhanced infrastructure financing district; and staff noted federal earmark application windows are open with mid-March deadlines for some projects. City Manager Lizette asked residents to follow the city on social media for updates and to apply to the Citizens Academy (24 applications had been received to date).
