Board adopts ordinance making snow‑removal rules apply to all HOAs

The Pingree Grove Village Board voted Feb. 17 to amend its code governing snow removal, mailboxes and right-of-way obstructions so the village may apply snow-removal enforcement and remedies to all homeowners associations.
Staff said the draft was revised per board direction to apply to all HOAs rather than only to HOAs without elected leadership. "We revised the draft ordinance to apply it to all HOAs as opposed to only HOAs that did not have elected, board leadership," staff told the board.
Trustees asked whether the change would apply in specific neighborhoods (Carillon was named during discussion); staff confirmed the ordinance applies to all HOAs but noted the village does not currently plow HOA-owned areas.
A trustee moved to approve the ordinance amending Section 8‑1, Article D (snow removal, mailboxes and right-of-way obstructions). The motion was seconded, roll call followed and the motion carried; Trustee McCurdy recorded a 'No' vote. Board members discussed when the ordinance takes effect; staff said it would take effect 10 days after adoption.
The ordinance expands the set of associations to which village enforcement tools could apply; staff will publish the ordinance and the effective date per normal municipal procedures.
