Board approves two change orders for Glencoe Golf Clubhouse as permitting delays drive costs

The Glencoe Village Board on Feb. 19 approved two change orders tied to the Glencoe Golf Clubhouse project: change order No. 4 with FGM Architects for additional design services and change order No. 2 with construction manager W B Olsen to cover construction allowances and winter-condition costs.
Public Works Director Monica Sarna outlined the FGM change order as including five categories of work: owner-initiated design changes (including an eastern entrance revision and incorporation of a croquet court/short-game area into the clubhouse footprint), permit-driven drawing revisions required by multiple reviewers (Cook County, the Forest Preserve of Cook County, the Metropolitan Water Reclamation District of Greater Chicago and state permit processes), early-start package support to allow foundations and structural work to proceed, and allocations to cover future permit resubmissions. Sarna described protracted review cycles: Cook County required five review cycles (plans submitted February 2025, approval noted in October 2025 with final payment in December), MWRD required six review cycles, and the Forest Preserve required four review cycles.
Sarna said the FGM change order was for a final cost not to exceed approximately $2,212,683.50 and that staff expects an additional forthcoming change order related to schedule impacts that may be six figures. Asked about the size of a future change order, Sarna said she would not estimate an exact number but expected it to be six figures.
On the W B Olsen change order, staff described differences between issue-for-bid drawings and later issue-for-construction drawings that generated change order work, winter-condition allowances for temporary heat, snow clearing and extended equipment rental, and a set of allowances for items pending final pricing. Staff noted some value-engineering credits within the W B Olsen change order and clarified that a separate change order to address schedule impacts is under discussion and not part of the current approval.
Both change orders were moved, seconded and approved by roll call. Trustees Hallwax, Meilopoulos, Onderdonk, Rosenblatt, Reuben and Scott recorded affirmative votes on both items.
Sarna said construction progress is visible from Green Bay Road, with roof trusses set and plumbing for the kitchen and bathrooms about 80% complete. The village continues to coordinate permitting and resubmissions to ensure the project can advance with as few additional delays as possible.
