The Glencoe Village Board on Feb. 19 adopted an ordinance approving two special-use permits that clear the way for a proposed 4,000-square-foot expansion of the Glencoe Public Library at 320 Park Ave. The board voted unanimously to approve the permits after hearing a presentation from Development Services Director Taylor Baxter.
Taylor Baxter, the village’s development services director, told trustees the expansion triggers two zoning reviews: one to expand a nonconforming ground-floor use in the B1 business district and another to grant relief from off-street parking requirements. “The proposal is for a 4,000 square foot expansion,” Baxter said, and the project would require eight new parking spaces while removing four existing spaces, for a net relief request of 12 spaces.
The zoning commission conducted a multi-month review and recommended approval with conditions focused on parking mitigation. Baxter said the commission unanimously found the library provides a public benefit and is an appropriate location for the expansion. Recommended conditions include coordinating event schedules with Writers Theater to avoid simultaneous large events and promoting use of commuter parking east of Green Bay Road through signage, maps, and outreach.
President Rowan said the village will continue work on uptown parking and noted the library has its own elected board and a referendum on the library plan is forthcoming. After the board’s roll-call vote, trustees Hallwax, Meilopoulos, Onderdonk, Rosenblatt, Reuben and Scott voted yes and the permits were approved.
The project will continue to the Plan Commission for exterior appearance review; the Plan Commission requested additional renderings and attention to the addition’s scale and window details, and will review revised plans on Feb. 25. The board’s approval of the SUPs does not remove those pending appearance reviews.
Next procedural steps include finalizing exterior appearance review and any required permit submissions to county or state agencies. The village will enforce the SUP conditions intended to reduce parking impacts while the library proceeds toward its referendum and final design approvals.
