Resolution R‑20‑2026, which would have appointed Carolyn Smallwood to a two‑year term on the Ethics Commission, failed after a roll‑call vote. Three members voted yes and three voted no (Councilwoman Jones, Mayor Pro Tem Ferguson and Mayor Derek D. Curtis voted no), and the motion did not carry.
Later in the meeting the council considered R‑21‑2026 to appoint Yvonne Bridal White to the Ethics Commission. That resolution was brought to the floor, taken by voice vote and adopted; the appointment was approved immediately.
The clerk read governing language specifying the Ethics Commission’s responsibilities, including advisory opinions, form maintenance, and compliance with the Maryland Open Meetings Act. The resolutions take effect immediately upon council action.
