Carroll County executive committee advances most 2026 department budgets, punts finance and capital-reserve questions to the full delegation

The Carroll County Executive Committee on Tuesday recommended the bulk of the county—s proposed 2026 departmental budgets "as presented," approving an omnibus motion that consolidated many line items into a single recommendation to the full delegation.

The committee—s chair opened the meeting by acknowledging a prior wording error and told members he meant "a 3% cut of the $45,000,000 budget," not a 3% cut in operating. "I was not looking for a 3% cut in the operating budget," he said. The committee then moved into substantive budget review.
