Cape Canaveral adopts amended site-plan streamlining ordinance (Ordinance 08-2025)

The Cape Canaveral City Council voted 4-0 on Feb. 17 to adopt Ordinance 08-2025, which revises the citys land development and permitting code to streamline site-plan review and allow concurrent consideration of multiple permit applications.
City Attorney Anthony walked council through the changes on second reading, including the removal of the word "potential" from certain objective language, clarification that a solid-waste disposal plan must demonstrate compliance with specific city code sections, relocation of drainage and outfall location requirements from the topographical survey to the engineering data submission, and the decision to strike proposed security-testing language for later consideration.
During the public hearing Paul Oliver of the Lowndes Firm, representing Ambassador Services, told council the revisions addressed his client's concerns. "We are thankful to staff and the city attorney. They did take the time to work through our concerns," Oliver said, and indicated his client supported the ordinance as amended.
After brief council discussion and confirmation of a minor typographical correction (the ordinance should read "site" not "sire"), a motion was made to adopt the ordinance as amended and seconded. The city clerk called the roll: Mayor Pro Tem Tim Jackson, Council member Shay King, Council member Shorriak and Council member Willis were recorded in favor; the motion carried 4-0.
The ordinance updates cross-references to existing code sections and aims to make the city's permitting process more efficient by allowing applicants to submit multiple development permit applications concurrently. Staff and the city attorney said some details deferred from this ordinance (notably testing/security language) may be considered separately later.
The council did not identify immediate budgetary effects; staff will implement the revised procedures as part of the permitting workflow.
