The Bristol City Council approved a preliminary plat submitted by Spencer Davis to subdivide land on Dover Road south of the children’s home, following a favorable recommendation from the planning commission.
Staff described the project and noted neighbors’ suggestions — primarily requests for fencing between the proposed subdivision and adjacent properties (for example, Freedom House) to preserve privacy. Staff said Spencer Davis will work with neighbors on fencing and that typical developer responsibilities include installing sanitary and storm sewer, sidewalks and the initial gravel road surface; the city will handle underground electric and, where agreed, street lighting.
Councilmembers discussed whether the units would be rentals or for sale. Staff said the developer prefers to rent initially but may sell later; one councilmember raised concerns about a past problem with a property owned by a different Davis family member but staff clarified the prior problematic property had been associated with Brian Davis, not Spencer. Council emphasized the city’s minimal financial exposure because the developer is funding most infrastructure work up front.
The council voted by roll call to approve the preliminary plat; staff will follow up on final engineering and any neighbor mitigation (fencing/berm) before final plat consideration.
