The speaker said the plan would include commercial uses on the east portion and about 28 acres designated for industrial use on the west, and noted the site backs to the village’s water‑reclamation center.
The commenter told trustees that a triangular parcel owned by a Mr. Missner (the Pleasant Hill Road and North Avenue parcel) could not be purchased and therefore affects access; as a result MWI proposes constructing new driveways rather than sharing the existing village driveway to the reclamation center. The speaker said the developer plans right‑in/right‑out or right‑out only driveway configurations and that the Illinois Department of Transportation (IDOT) controls North Avenue access and has required a traffic study that is already underway.
Bill Hope, a resident of Thunderbird Trail, followed during public comment and said he is not opposed to the project but documented recurring heavy truck traffic on the nearby road (tractor‑trailers and 52‑ft trailers), reporting he has observed as many as 10 trucks heading southbound during a week. Hope described prior work with the police department and asked the village to plan for signage, enforcement and other measures to reduce truck shortcutting through residential streets.
Trustees did not vote on the MWI proposal at the meeting. Speakers and the developer noted that once the traffic study is complete, village staff and IDOT will review the findings to determine access or road‑widening needs. No formal application action or approval occurred during the evening; the item remains subject to subsequent staff and agency review.
