Council approves rezoning for special event facility adjacent to fairgrounds

Planning staff read the Planning Commission report, which found the rezoning consistent with the city’s comprehensive plan and recommended approval with conditions. "There was no opposition to this rezoning request," the planning report stated.
Sean Courtney, an agent with Lipscomb Johnson representing EP Hernandez LLC and principal Ozzie Rodriguez, told the council the building is about 8,200 square feet and the applicant has submitted interior layout plans and final zoning conditions. "We are proposing a special event facility in the existing building," Courtney said, adding that submitted conditions require any reconstruction or expansion to be approved by the design review board and that parking, lighting and landscaping plans will be approved by the planning department.
Council members questioned parking and operational details. The applicant said the site has 60 on-site parking spaces and that events would vary by room size — one room roughly 50 people and another up to about 200 — and that the applicant expects most attendees to park on-site. Council members suggested using the nearby parking deck for overflow and noted that larger events might merit an off-duty officer to help traffic flow.
After closing the public hearing, a council member moved to approve the rezoning with the conditions included in the packet; the motion carried 5-0.
The rezoning will proceed under the conditions recommended by the Planning Commission; council did not specify additional follow-up beyond the standard design review and permitting process.
