Representatives of the Dickson County School Board presented a draft facility master plan and a resolution asking the county commission to authorize spending of up to $47,000,000 for prioritized capital projects.
Dr. Christie Sutherland and Chairman Brogdon told the commission the board recommends using $17,000,000 from the school fund balance and requesting a $30,000,000 county commitment to fund phase 1 projects, which include classroom additions, HVAC and security upgrades, roofing work, auditorium renovations and demolition of the old Oakmont facility. "Be it resolved ... to request approval from Dickson County Commission to spend up to $47,000,000 made up of $17,000,000 at school fund balance and ... a commitment of $30,000,000 of county funds for significant projects and upgrades to facilities," the resolution states.
Several commissioners said the proposal represents a large commitment that requires more detailed study. One commissioner said the item should be scheduled for a work session so commissioners can review project lists, funding breakdowns and debt-service projections before any vote; the mayor agreed and proposed a work session in roughly two weeks. The mayor also said the county has debt-service capacity and that staff will present detailed debt projections at the work session so commissioners can evaluate taxpayer impacts and borrowing timing: "We can take on this debt without raising taxes," he said, adding that a full debt-service presentation will be provided.
No formal county appropriation or binding commitment was made at the Feb. 17 meeting; commissioners directed staff to bring the proposal to a work session for further analysis and questions. Board members said they would meet with commissioners and provide additional project details and spreadsheets ahead of the work session.
