The district treasurer presented the April financial reports and told the board that bond closing had completed and that proceeds would be recorded in the Fire Prevention & Safety account (Fund 90) to pay for life-safety projects planned this summer.
The treasurer said the bond closing generated proceeds on the order of $15,000,000 and noted that the district was at a "low cash point" for the fiscal year; tax receipts and bond proceeds are expected to arrive in May. The treasurer explained Fund 90 is the required account for life-safety bond proceeds and related expenditures and that some initial project payments and a good-faith payment from the bond purchaser had already been recorded.
Board members questioned the interest schedule and timing; the treasurer said the district's first bond interest payment is scheduled for July 1 and that part of the closing included funds to cover that initial payment. The board discussed the central campus summer scope (roof, electrical, masonry), noting an original phase-1 estimate near $8,000,000 that dropped after the construction manager and architect identified alternatives to more expensive methods.
Members emphasized scheduling work to avoid noisy scaffolding during in-session exams; staff said they delayed noisy scaffolding to start after school was out rather than pay overtime rates. The board was told contingency allowances include roughly $1 million for soft costs and contingencies.
Why it matters: The bond funds and Fund 90 accounting determine how the district pays for large capital repairs and how taxpayers see debt service; scheduling and contingency choices affect cost and student testing conditions.
