Eureka council approves moving forward with PLHA award for Earth Center housing project

Project manager Raymond told the council the item was a formal PLHA notice of funding availability and that staff recommended the Earth Center for the award. Consultant Chris Westlake, representing Danco Communities, described the project's income mix and funding sources, saying it includes units at 30%, 40% and 60% of area median income and that the award "has already been made to the city and Danco" and, "as far as I'm aware, it's fully funded now with this PLHA fund." Westlake also said the project will use tax credits and additional transit-construction funds, and that partnerships for office and transit components remain under discussion.
Council member Moulton moved to adopt the staff recommendation and Council member Fernandez seconded. The motion carried with four yes votes; Council member Contreras Deloce was recorded absent. The council did not hear in-chamber or Zoom public testimony on the item.
The action advances the Earth Center housing project into the city's next steps for project permitting and coordination with funding partners. City staff described the vote as a formal step to accept PLHA funding and proceed with project planning and coordination with Danco Communities and other partners.
Next steps: staff will continue project coordination and design work, including finalizing partnerships and any required permits and reporting back to council as the project advances.
