Dothan commissioners table update to CDBG competitive allocation process until March 3

The Dothan City Commission voted Feb. 17 to table resolution 2026-30, an update to the city’s Community Development Block Grant (CDBG) competitive allocation process, until the March 3 commission meeting after commissioners raised questions and asked staff and the Community Development Advisory Committee to review details.
Commissioner (S10) requested further explanation about how the change would affect applicants and the process (SEG 705–708). Todd (S12), a city staff member, said the proposed resolution would remove outdated attachments from a 2007 resolution and set out yearly steps to determine applicant eligibility and compliance with HUD guidelines. “So, what the resolution does really is it gets rid of a lot of those attachments that were in that original 2007 resolution that really are now kind of beyond where we’re at in the process,” Todd said (SEG 736–737).
Several commissioners suggested allowing the advisory board to meet (the board had a meeting scheduled Feb. 19) before the commission acts. An unidentified commissioner moved to table the resolution to the March 3 meeting; that motion was seconded and carried on a voice vote (SEG 800–821). The motion to table was explicit: the item will return to the commission on March 3 for further consideration.
Because the resolution contains procedural changes tied to HUD income limits and the CDAC (Community Development Advisory Committee) recommendation timeline, staff told commissioners the updated process is intended to align the city’s application review with HUD guidance and the board’s May–June recommendation schedule. The commission did not adopt the resolution at this meeting and left the matter open for follow-up.
