City staff proposes Sunbury community fund managed by Delaware County Foundation

Daryl, a city staff member, introduced the idea of creating a Sunbury community fund managed by the Delaware County Foundation during the finance committee meeting on Feb. 18. He said the foundation currently manages about $25,000,000 in assets and can host designated funds or subcategories tailored to particular purposes.
"We could create a single fund. We can define what the fund is about," Daryl said, adding the foundation’s example agreement shows the city could set specific designations such as maintenance for local memorials. Daryl noted the foundation would charge an administrative fee based on assets and that the city would need to define authorized expenditures and the process to request distributions.
Councilmembers discussed the advantages for donors—chiefly tax benefits when donating through the foundation—versus a direct municipal donation to the general fund. One councilmember said the annual administrative fee appeared modest in context: "In the grand scheme of things, $240 a year is nothing," though staff said the precise fee depends on the assets placed in the fund.
Daryl said he will follow up with the executive director of the foundation and return to the committee with a fuller proposal that defines the fund’s purpose, designation rules, and costs.
